Facilities and Measures: 

   Presently, Changde city is the only one who possesses simultaneously railway, expressway, airport, dock, customs and commodity inspection except the capital city Changsha in Hunan province. CPC Changde city commission and the People's Government of Changde City are working for improving the investment environment and have promulgated a series of policies for encouraging investment successively. The preferential taxation policies for encouraging foreign investment promulgated by the State have been implemented completely and the local policy of Three Alls and One Award for foreign investment in Changde Hi-tech Industry Park is also carried out, i.e. free provision of all the land for the project, returning of all the local enterprise tax, exemption of all the local construction fees and the middleman who has made great contributions in introducing the project shall be awarded by the local government. Deshan Hi-tech Industry Park has been established to absorb hi-tech enterprises. The governmental affairs service is efficient and the service organization, such as the customs, commodity inspection, foreign exchange control, exported commodity through transport and foreign traders'complaints and coordination center etc, for export-oriented economy is sound. For example, complaints center has been established and has been fully authorized to receive and take action against those who violate the relevant regulations on optimizing the economic environment. Governmental affairs center at the city level and the county level has been set up to fully carry out one-stop approval and one-window service and to go through all the procedures for foreign investment free of charge. In addition, project agent center has been set up to go through all procedures for larger investment projects.
