Transportation and Communication:
Changde is listed as one of the 60 key transportation pivotal cities in China. Following the opening of Changsha-Changde Expressway to traffic, Changde-Zhangjiajie Expressway and Changde-Jishou Expressway are under construction. Changde-Yueyang, Changde-Jingzhou, Changde-Shaoyang Expressway are under plan. Shimen-Changsha Railway, Zhicheng-Liuzhou and national highway 207 and 319 run through the whole city. Boeing 737 and 757 planes can land or take off at Changde Taohuayuan Airport and there are a few flights open to Beijing, Shanghai, Guangzhou, Shenzhen and Haikou, etc. There are 36 docks along Yuanjiang River and Lishui River, including two 500-tonnage docks and one 1000-tonnage dock at Changde Port. It is accessible to Changsha on the south, Yueyang on the north, and to Chongqing city upwards and Shanghai downwards through Dongting Lake along Changjiang River.
Changde has a developed telecommunication with the modern means of communication, such as cell phone and Internet being basically popularized. The exchanger capacity of telephones in the whole city is 1.04 million, and program-controlled telephones, mobile phones, pager and picture-character fax are open in all townships, which can contact every place all over the world. The telephone installation rate takes first place in Hunan province. Changde Information Port has been put into operation and multi-medium telecommunication network and high-speed transmission system have been established.
Rich Resources:
Changde always enjoys a reputation of a land of fish and rice. The total output of rice, cotton and oil occupies first place in Hunan province. There are 80 thousand hectares water surface for cultivation with Chinese soft-shelled turtle, fresh fish, lotus seed and pearl teeming and the output of fresh water pearl takes first place in China. Forest and fruit mainly includes fir, pine, bamboo, European-American black poplar, orange, tea, oil-tea camellia, tung oil tree and herb medicine, and the output of dry and fresh fruit takes first place in Hunan province. Changde is the national famous place of non-metallic mine and there are 145 kinds of proved reserve mines and the main mines are realgar, diamond, limestone, sepiolite, barite, marble and coal etc., about 50 varieties with the proved reserve being 9.6 billion tons. There are 430 thousand hectares of cultivated land in the whole Changde city and two thirds of it are deposited plain by Dongting Lake with fertile land and moist weather. There are 2500 kinds of animals and plants found, including 24 kinds of valuable and rare animals and 17 kinds of valuable plants. Changde also has abundant energy resource. Changde is an important energy base in Hunan province and Shimen Thermal Plant with its installed capacity being 1.2 million kilowatts, Lingjintan Hydropower Station and Gezhouba Power Transmission and Transformation Station have been completed successively.

Generally speaking, the yearly salary of an ordinary manager is US$ 2000 and the annual income of a worker is US$ 1000.
2. electricity cost
Commercial electricity cost is RMB 0.944 yuan per kilowatt-hour. Non-industrial and general industrial electricity cost is RMB 0.588 yuan per kilowatt-hour. Great industry¡¯s electricity cost is RMB 0.42 yuan per kilowatt-hour.
Basic electricity cost is 20 per kilovolt-ampere-month(according to capacity of transformer); 30 per kilovolt-ampere-month(according to the largest volume of demand).
The new great electricity user can directly sign contract for buying electricity with power station, in order to mutually consult agreeable price.
3. water cost
water for industrial use: 1.5 yuan /ton
water for particular use: 4.22 yuan /ton
water for operation and service:2.30 yuan /ton
water for ordinary living use: 1.4 yuan /ton
The above water cost includes the water resource fee 0.02 yuan /ton and waste water disposal fee 0.40 yuan /ton.
